Biggger or Smaller Government ? You Be The Judge. Subtitle - Crossing The Line Between Church And State

Is it me, or does it seem like the self-proclaimed advocates of "smaller over bigger" government are really wolves in sheep’s' clothing. Here, you be the judge.

Does this sounds like some thing that is bigger or smaller government? Is it something that the taxpayers would approve over some other quality programs that are getting the axe? Why would it be placed under homeland security (which the jury is still out as to whether it is a big flop altogether anyway, but if you ask anyone on the receiving end of the Katrina/FEMA FUBAR situation, they would be quick to answer in the negative)?
Section 1. Establishment of a Center for Faith-Based and Community Initiatives at the Department of Homeland Security...

Sec. 2. Purpose of Center. The purpose of the Center shall be to coordinate agency efforts to eliminate regulatory, contracting, and other programmatic obstacles to the participation of faith-based and other community organizations in the provision of social and community services.
Perhaps a better question would be is this a constitutional opperation? That is, if you believe in the separation of Church and State, does this cross the line?
