When An Eye For An Eye Is Not Enough

With the amount of killing going on in the name of murder/terrorism prevention (e.g. Tookie or 30K plus KIA Iraqis), I am wondering what would be an appropriate punishment for individuals who execute people only to find out later that they killed the wrong (or worse yet, an innocent) person? There has to be something worse than the good Christian value of an "eye for an eye," that would fit the crime, no?

Any suggestions?
