If you Want A High Paying Government Gig

It helps to know the president. Perhaps Rove is getting himself a promotion. We'll know more this evening after W occupies more airspace and personnel in NOLA.
Republicans said Karl Rove, the White House deputy chief of staff and Mr. Bush's chief political adviser, was in charge of the reconstruction effort, which reaches across many agencies of government and includes the direct involvement of Alphonso R. Jackson, secretary of housing and urban development.

It would help if Karl Rove actually knew anything

Bush's NOLA speech was 'Don't Worry, Be Happy.' He didn't rescind his tax cuts. He thinks there's enough fat in the federal budget to pay for rebuilding NOLA. Tom Delay, fellow Texan Republican, says that's not true.
