More Rhetorical Suicide Committed By W

Does anyone think that today's meeting of former Secretaries of Defense and State is anything more than a publicity stunt? Have a look at the W, once again, committing rhetorical suicide:
The only way we will not succeed is if we lose our nerve, we don't have faith in our values, and that we're constantly changing tactics on the ground to achieve our objectives.
Okay, here is where I need some help. What does the President mean exactly? Is it good or bad to change tactics on the ground to meet the new and emerging dangers that were not there before we got there? No doubt, the terrorsts planting new and improving IEDs are changing their tactics. Shouldn't we?
