POSITION: Institutional Leadership & Administration Manager

BACKGROUND
The Afghanistan Higher Education Project (HEP) is part of an overall USAID funded program to rehabilitate and strengthen the capacity of the education system to improve access to quality education throughout Afghanistan. The HEP project supports this broader objective by building sustainable capacity at the tertiary level to deliver high quality pre-service and in-service teacher education for secondary school teachers. The project is designed to deliver both short-term improvements in the quality of teaching and academic administration through training and support, as well as long term, sustainable improvements through strengthening the human resource base and institutional capacity.

A. GENERAL SUMMARY OF POSITION:
The Institutional Leadership & Administration (ILA) Manager will focus on developing the administrative and leadership capacity of the Rectors, Deans and department chairs of 16 secondary teacher educational institutions, as well as staff of Ministry of Higher Education in Afghanistan. This individual will work closely with leaders and faculty members at each institution and provide the conceptual and hands-on support and mentorship that will improve the structural frameworks that guide their operations.

Generally, the ILA Manager will help to refine leadership at these institutions and facilitate sustainable and structural changes to Afghanistan teacher education system. Overall, the ILA manager will work through the Chief of Party and with related individuals and institutions to ensure the timely realization of the project objectives.

B. SPECIFIC DUTIES:
The core tasks of the ILA Manager shall include but not be limited to:

1. Working closely with Afghan educational leaders to develop and implement systems for the effective daily management of key activities such as:

a. institutional assessment, feedback and planning
b. academic self-assessment and institutional review
c. semester planning, class-scheduling and infrastructure management
d. faculty, staff and student management
e. personnel and student records management
f. credit system implementation and management
g. accreditation planning and management
h. national and institutional database development and management

2. Serving as a resource to help develop modules and training activities that will facilitate acquisition of the above listed management skills.

These materials may be used as part of ID activities and also as resources for the curriculum of the Afghan Masters degree. The ILA Manager will work closely with the project's stream managers, in particular, Institutional Development and Afghan Masters program managers.

3. Providing support to the project's efforts to identify and develop young leaders of the future, as well as helping to implement strategies to increase the role women in teacher educational leadership.

4. Coordinating institutional leadership activities with the project's M&E efforts.

5. Making recommendations for human and financial resources needed to meet program/project objectives.

6. Liaising with other HEP stream managers, consultants and staff to facilitate a timely and cohesive implementation of HEP project plans.

C. MINIMUM QUALIFICATIONS:

1. At least a Master's degree in area related to higher education leadership development.

2. Minimum 4 years of progressively responsible experience in program/project management in area of institutional systems development with a proven track record of programmatic accomplishment and professional achievement. Experience must include educational leadership development, teacher education, institutional capacity building, and deep familiarity with credits systems.

3. Applied knowledge of organizational design within the education sector, particularly higher education, and experience in teacher training and workshop facilitation activities.

4. International field development experience and knowledge of higher education systems required

5. Ability to live and work in challenging and possibly dangerous field situation.

6. Demonstrated strong analytical, managerial, leadership, communications and interpersonal skills are critical.

7. Knowledge of political situation, social features and language of Afghanistan or similar post-conflict countries is desirable as is knowledge of issues involved in changing higher educational systems.

D. SUPERVISION RECEIVED:
Direct supervision will be provided by the Chief of Party, Afghanistan Higher Education Project. Indirect supervision will be provided by the Principal Investigator, Director of Center for International Education,

University of Massachusetts.
