When Is Good News For Terrorists Also Good News For The President?

Just found this article and thought it would be bad news for the W, Rove and Co. Or, is it good news as it could be used as leverage to argue for more military spending? Funny. I never thought that good news for terrorists might also be good news for the W, Rove and Co, but perhaps it can:
Senior leaders of Al Qaeda operating from Pakistan have re-established significant control over their once-battered worldwide terror network and over the past year have set up a band of training camps in the tribal regions near the Afghan border, according to American intelligence and counterterrorism officials.

Well, since the president and "vice" president are both mass-murdering terrorists themselves, I'm pretending to not understand the question. Sort of like saying "When would good news for Al Capone be good news also for mobsters?". The question doesn't make any sense since he was one. Since Bush and Cheney shave the most dangerous terrorists of our time every morning, I'm at a loss as to how to answer your question.
